The VJ23 was the last and most refined RGV 250, with a new 70-degree two-stroke V-twin that shared little with the earlier 90-degree engine, plus electric start and fully adjustable suspension. It came in a 40 hp domestic T form and a 48 hp V form, and only a small number were built. It has a shorter wheelbase than the VJ22 that preceded it.
